It is definitely a clan that manages to be currently slightly above average that's pushed even higher by having a good game vs the two most popular decks in the format.

Probably Tier 2? You could also look at it as being one of the best anti-meta decks
Tier 2 if the meta leans towards more AqF and other aggro decks, higher if Kagero and Link Joker are on top.
I mean, does it really matter? Unless you really want to use the best possible deck in the game, just grab Murakumo, especially since it will still be really cheap. Only idiotic jerks will laugh at you for using it in a competitive setting.
Oh, and don’t forget Drachma, as Mura gets the most use out of it than any other clan. I just find many overlook this fact.
People want their decks to be good, so I say it matters. Good news is it's perfectly viable in a competetive setting. Worse decks have topped, easily, so learn the deck and win with it. It's very possible and the weaknesses are very niche at this point.

Although Overlord match up pose some issues, I definitely agree that Mura would be a lot stronger if control decks were still the very top. AqF kinda pose a lot of problems due having a strong game regardless of early, mid or late, and our lack of defensive or control options.
Well defensively we have an advantage because we can reshuffle heals and other triggers while also not dedicating as much from hand to form a full fleshed out attack. Kagero actually hasn't posed much issue if you know how to play around them and minimize the damage they can do to you, as well as having trouble with rush before they can stabilize.
I haven't played with or against Murakumo post Shadowstitch to say a whole lot, but from what I can see, the deck is admittedly annoying to play against now. Like, you want to keep your damage low because of the new Stride, but they actually have some scary Shadowstitch effects now, so it's a doomed if you do and doomed if you don't scenario which can make trying to figure out guarding strategies against the deck annoying.
